The Bridge Passage Order
The code that decides who crosses the Wind Bridges first. Its bias toward the upper isles is a standing grievance.
Who Crosses First
A Wind Bridge can hold a stable airflow in only one direction at a time, so every bridge linking the isles carries a code of precedence known as the Passage Order. Officially, priority is decided by the urgency of the cargo. In practice, traffic departing from the upper isles is always first. Because the urgency assessment itself is made by bridge wardens drawn from the upper isles, the asymmetry reinforces itself from inside the institution — nobody has to cheat for the outcome to stay the same.
The Grievance of the Lower Isles
Shipments running upward from the lower isles are held for days waiting on wind, while traffic coming down passes at the head of the queue. The imbalance projects the oligarchy of The Canopy Council directly onto the bridges, and for anyone raised on a lower isle — Sora Kazamachi among them — the Passage Order is the unfairness they can feel on any ordinary morning. Among lower-isle merchants the practice of inflating the "urgency" column to buy a place in the priority slot is close to an open secret.
Calls for Reform
A handful of younger members of The Canopy Council argue that precedence should be decided by order of arrival rather than by assessed urgency. In a chamber where representatives of the upper isles hold the majority, the proposal has never reached a vote. The observational faction of The Great Fall Research Institute considers the way the bridges are actually run to be "the clearest surviving document of Canopy society in miniature," and files Passage Order records as supporting material in its work on the precursors of a Second Equilibrium Collapse.
The One Exception
Only the flights of the Eagle Riders' Guild sit outside the Passage Order. An Aether Eagle does not use the bridges; it flies, and the Council's authority does not reach it. That single fact does more for the guild's independence than any charter could. Among lower-isle households there is a steady trade in informal requests — urgent cargo handed to an eagle rider specifically to route around the Order entirely.
How the Order Came About
The Passage Order is held to date from the aftermath of The First Equilibrium Collapse. Several isles claimed priority over bridge management at once, an incident that came within sight of open conflict, and "precedence by urgency" was written down as an emergency measure to end the standoff. It was meant to be provisional. More than a century later, the temporary rule is the instrument that keeps the balance of power in Canopy society exactly where it was.
