Ishinochō
Cold and calculating. Prioritizes maintaining the Canopy Council's power above all, but inwardly fears The Great Fall.
The supreme authority of the Canopy Council and a Stage 7 Aether Refiner. Conceals The Great Fall while knowing of it.
Backstory

A Stage 7 Aether Refiner from Tenkoku Island and the de facto supreme authority of the Canopy Council. The name "Ishinochō" (Stone Butterfly) derives from a refinement technique for manipulating Aether Crystals as lightly as butterflies.
Ishinochō themselves most accurately grasps the omens of The Great Fall, but fears that making this information public would cause panic in The Canopy Isles and destroy the Council's authority. Believing "controlling information is the essence of governance," they view Sora's activities as dangerous and have placed her under surveillance.
The Path to Power
Born into a refining lineage on Tenkoku Island, Ishinochō was drilled in Stage 1 technique from childhood. The Council rewards results, not talent — a lesson absorbed early. Passing the Stage 7 examination at thirty made them the only person in a century to do so. Consolidating control over The Canopy Isles' economic foundation took under two decades. Power accumulated not from ambition but from a deep fear of disorder — and that irony remained invisible: the structures built to prevent chaos became the mechanism of the greatest concealment.
A Quiet Doubt
The problem began the moment the highest position was secured. Classified records showed consistent signs of The Great Fall. Cooperation with The Root Realm was never considered — the Root Realm was beneath negotiation. But with Sora's investigation surfacing and Tsuchi's echoes triggering Council monitoring, a question has taken shape: it may no longer be possible to protect The Canopy Isles by controlling information. The secret kept to preserve the organization may now carry the potential to destroy it. Ishinochō has not yet acted on this recognition, but the silence is no longer comfortable.
